Events of September 11, 2001, the Boston bombing and others reflect clearly the continued growing threat of terrorism in America. Is it better understand and remains a fact that all government agencies need to understand more about and improve the sharing of information in order to more proactively “connect the dots” and prevent another terrorist attack on American soil.
The average officer conducing his/her daily duties must have keen insight into tips, individuals and/or clues that could lead to a discovery of a nefarious individual or group of individuals plotting to bring harm to private citizens.
Such prevention efforts include action steps that we can take in advance of an incident to help assess the risk of an incident, harden the target, and either prevent an incident or minimize its severity. While nothing can completely eliminate the risk of an incident, appropriate prevention strategies may still reduce the scope, severity or duration of an incident. The National Suspicious Activity Report Initiative (NSI) project has been developed to help accomplish these goals. SAR stands for Suspicious Activity Report and focuses on terrorism.
It is different than ordinary field reporting of Suspicious Activity both in its more specific focus, and in the way the contained information will be routed and shared. After initial agency screening, SAR information is routed to a regional “Fusion Center” and analyzed there for possible national information sharing.
