Overall General Course Goal(s):
1. This Use of Force course provides officers with a sound roadmap for the preparation needed to navigate the complex interplay of law, human nature, physical ability, and specific weapon proficiencies.
2. In determining the necessity for force and the appropriate level of force, officers shall evaluate each situation in light of the known circumstances, including, but not limited to: the seriousness of the crime, the level of threat or resistance presented by the subject, and the danger to the community.
3. This course covers the law of use of force, the core transactions in use of force situations, and the proportionality of force.
4. This course also provides a module on the use of force policy from a large Texas agency. This course covers every element of that policy

Learning Objectives:
This training highlights four keys to competency with the use of force, which provides a framework for this course. The learning objectives for this course are:

  • Objective One: Understand self-awareness, self-motivation, and communication.
  • Objective Two: Comprehend voluntary citizen contacts, investigative detention, and arrest as parts of core citizen transactions.
  • Objective Three: Discuss the legal need to maintain proportionality and manage force escalation with a focus on 14 personal use of force factors and situational dynamics.
  • Objective Four: Understand the concept of avoiding peripheral poisonings to include a case study and the importance of accurate documentation.
  • Objective Five: Review the use of force policy of the Fort Bend County Sheriff’s Office.

    • SUMMARY

    This Use of Force course provides officers with a sound roadmap for the preparation needed to navigate the complex interplay of law, human nature, physical ability, and specific weapon proficiencies. The training highlights four keys to competency with the use of force, which provide a framework for this course.

    The first key, Managing Emotion and Interpersonal Communication, instructs officers on topics such as self-awareness and self-monitoring and deconstructs the art of communication.

    Next is the second key, Assuring the Legal Validity of the Core Transaction. Three types of citizen contacts are discussed: voluntary contact, investigative detention, and arrest.

    The third key, Maintain Proportionality and Manage Force Escalations, offers a discussion on standards and policies, additionally instructing the officer on essential officer characteristics and the 14 Personal Force Factors or Situational Dynamics.

    Last is the fourth key, Avoiding Peripheral Poisonings. This section emphasizes understanding how officer behavior may influence others’ perception of the situation, and illustration is provided through a reenacted case study. The importance of accurate documentation is also discussed.
